Card suggests that only war against varelse is justified, because
communication is impossible. It's been a while since I read it, but one of
CJ Cherryh's Chanur books, as I recall, argued that varelse are the only
people against whom war is *not* justified, because if you can't
communicate, then if you start fighting them, you don't have any way to
make *peace*. "You don't pick a fight with someone you can't *talk* to!"
thinks the Internet. An interesting contrast.

(The correct conclusion is clearly either (a) therefore you should never
war against anyone; or (b) therefore you are clearly doomed to war against
*everyone*. :^)
