It's typo-slang, of the same variety that spells 'the' as 'teh'.  In 
this case it's a lot of exclamation marks with the shift key missed 
sometimes, hence !!!11!!, or for added I'm-making-typoes-on-purpose 
effect, !!!eleven!!.

I've seen reports that a similar fascination with ignorance in the 
1840s brought us a slang spelling 'Oll Korrect', later abbreviated 
'OK', which because rather popular as I understand....  Any truth to 
the story?
