It's just extra emphasis. If you're careless with your shift key, and
trying to produce a long string of !, you could conceivably get
"!!!!11!!". You're more likely to make typos when you're excited, or
angrily hammering away at your keyboard.
However, you might want to indicate that you are really excited about
something (lots of exclamation points). In fact, you might be so
excited as to make the !/1 typo - but you want everyone to know that
it wasn't a typo, but intentional, because you want them to know how
excited you are. Your dear readers can't tell the difference between a
1 inserted intentionally, and one that is just another typo, so you
spell it out - hence the madness that is "ZOMG!!!eleven!!" or perhaps
even "ZOMG!!one!!!eleven!!!!!".
