What's the matter with the scansion?  There's a grace note at the start of 
Line 2 that isn't there in Line 4, but that's the only difference:

2:  (should) he  re SOLVE u  pon a  MI nis try ca  REER
4:           his um BRE   la his ma LA ca  or  his FLEER
